PROCURA+ CONFERENCE 2027 CITY OF BARCELONA
Save the date! From 16-19 February 2027 the 13th Procura+ Conference will be held in the City of Barcelona (Spain). Barcelona City Council and ICLEI Europe have collaborated on sustainable and innovation procurement for over 30 years and have previously organised the Conference in 2006. The 2027 Conference will build on and celebrate that legacy and look forward to the future.
ICLEI Europe and Barcelona City Council are currently working on an inspiring programme for the Conference that will showcase good practices from across Europe (and beyond!), advocate for a bold use of strategic public procurement in the context of Europe’s efforts to become more sustainable, resilient and competitive, and highlight how industry and business can work together with public buyers to increase the uptake of sustainable public procurement.

SUSTAINABLE PROCUREMENT IN BARCELONA
- Barcelona has a well-established tradition of promoting socially responsible and sustainable public procurement. Over more than two decades, the City Council has evolved from early green purchasing initiatives to a mature and internationally engaged procurement strategy.
- The City Council promotes contracting with social economy enterprises and SMEs through reserved contracts and training programmes.
- The City Council’s long-standing tradition led to the creation of the Barcelona Strategic Procurement Office (OCE), which will begin operating in early 2026 to promote efficient, responsible, sustainable, and agile public procurement
- Barcelona has specialised teams that incorporate social, labour, equality, and environmental criteria—including sustainable food systems—into the Sustainable Procurement Annual Plan.
- Cleary yearly targets: €12M in reserved contracts in 2025, stronger gender-equality actions and expanded environmental requirements in key sectors
